Abstract

Abstract

This study aims to analyze the existing literature on paternity leave policies in relation to domestic labor burdens and gender inequality in Indonesia. It focuses on how this issue is shaped by Islamic values, gender norms, and the broader context of a developing country. The study employs a Systematic Literature Review method following the PRISMA protocol. A total of 40 studies were analyzed, consisting of 20 articles from the ScienceDirect database and 20 articles from Google Scholar, selected based on specific inclusion criteria from an initial pool of 426 search results published between 2020 and 2025.

The findings indicate that paternity leave policies in developing countries, including Indonesia, remain limited in both duration and coverage and are strongly influenced by patriarchal social structures and economic interests. The results also reveal that within Muslim societies, fathers’ involvement in childcare is still perceived as secondary, despite the presence of Islamic values that support active paternal engagement within the family. The main challenges in implementing paternity leave include weak policy support, persistent gender stereotypes, and low collective awareness of the importance of an equitable distribution of domestic labor. Nevertheless, significant opportunities exist through policy reform, gender mainstreaming, and more progressive reinterpretations of Islamic values. Therefore, this study recommends strengthening gender-just paternity leave policies that are sensitive to Indonesia’s socio-religious context.
